Organizational Setting The main aim of the FAO Country Offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, and fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. The post is located in the FAO Office in Quetta, Pakistan.

Reporting Lines Under the overall supervision of the FAO Representative in Pakistan, the Project Officer reports directly to the Senior Project Officer (Project Coordination) in Balochistan and works in close coordination with concerned FAO colleagues.

Technical Focus Project management and support, delivery of project activities, liaison between different units including programme, operations, administration, finance, procurement and logistics.

Key Results Research, technical analysis and project-related services to support the delivery of programme projects, products and services.

Key Functions

  •  Researches and analyses technical-related issues on the development, implementation and evaluation of assigned programmes/projects; assists in the review of relevant documents and reports.
  •  Produces a variety of technical information, data, statistics and documents, as well as technical input for reports and web pages.
  •  Provides technical support/analysis to various assessments, studies and projects and provides technical backstopping to field projects.
  •  Collaborates in the development of improved/updated tools, systems, processes and databases.
  •  Oversees the updating of databases and web pages.
  •  Participates in multidisciplinary teams and/or leads working groups/teams, collaborates with other colleagues on work groups and committees and promotes best practices.
  •  Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development activities within Member Nations such as policy support, organizational development and individual learning events including preparation of related information, learning materials and online tools.
  •  Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations.
  •  Performs other duties as required. 

Specific Functions

  •  Contributes to the delivery of the natural resources programme in Balochistan, with a main focus on water management and transition to low water use agriculture and livestock farming systems.
  •  Review the narrative progress and final reports.
  •  Supports the effective dissemination of information in the framework of the knowledge management activities of the Organization and contributes to the development and delivery of effective communication, advocacy and partnership strategies.
  •  Supports the Senior Project Officer (Project Coordination) in all actions needed to deliver timely and efficiently all the projects in Balochistan.
  •  Ensures the liaison between different areas of the work programme, administration, finance, procurement, logistics and operation with a view to ensuring smooth delivery of project activities.
  •  As needed, support resource mobilization activities.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  •  Advanced university degree in business or public administration, agricultural or development economics, environment or agriculture sciences, rural sociology, food security, nutrition, sustainable agriculture (including livestock, forestry and fisheries) or related field.
  •  Five years of relevant experience in project implementation relating to food and nutrition security, agriculture and rural development, fishery or forestry.
  •  Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

  •  Work experience in more than one location or area of work, particularly in field positions, is desirable.
  •  Knowledge of FAO’s corporate systems and procedures will be an asset.
  •  Relevance and extent of experience in working with inter-governmental bodies and multidisciplinary teams will be an asset.
  •  Knowledge and field experience in water management and natural resource management will be an asset.
